Bilingual/English As A Second Language (ESL) – 345-7010
The goal of the Roosevelt School District’s ESL
Program is to develop English language proficiency and Cognitive
Academic Language Proficiency (CALP) in English language learners
so that they can function independently in the mainstream classroom
setting. To this end, program instruction is conducted in English.
A standards-based curriculum is used for all English language learners
(ELLs).
Identification and Placement: The
District identifies and places the students
using the following procedures.
a. Screening procedures, entry/exit criteria
- Students coming from outside of the
United States
- If the home language survey indicates that
the student’s first
Language is other than English, speaks a language
other than English or a language other than English is spoken in
the home, the student is administered the LAB-R test and a bilingual
interview.
- Students coming from another state
- If the home language survey indicates that
the student’s first
Language is other than English, speaks a language
other than English or a language other than English is spoken in
the home, The Roosevelt school district communicates with the previous
school to get information data, school records and tests scores
to see if the student needs ESL services.
- If the previous school does not have any information
on this student then the RSD will administer the LAB-R test
and a bilingual interview.
- Students coming from New York State
- If the home language survey indicates that
the student’s first
Language is other than English, speaks a language
other than English or a language other than English is spoken in
the home, The Roosevelt School District communicates with the previous
school to get the NYSESLAT score to see if the student needs ESL
services.
Instructional Program:
Program Description: The District’s
English As a Second Language program in which the medium of all
instruction, subject matter, and other is English, even though the
native language is used occasionally to clarify concepts.
Planned instruction/standards:
ESL program in the RSD follows the NYS ESL standards, Part 154 and
Title III Regulations. It is designed to enable English Language
Learners to improve their level of language acquisition and become
English proficient. It is also designed to attain access mainstream
curriculum and to achieve their personal best in the school setting
as well as becoming responsible citizens in the local, national,
and worldwide community. Learners can best meet this goal through
a standards based curriculum which integrates a Cognitive Academic
Language Learning Approach (CALLA) and Sheltered Instruction
Observation Protocol (SIOP) approach. Furthermore, learning strategies
infused into this program enable students to become lifelong learners.
Language learning through meaningful context in an academic setting
improves the education and language acquisition of the ELL.
ESL Standards for Pre-K12 Students and the state standards
provide the academic framework for the instruction.
Learners receive direct instruction using realia, vocabulary, concrete
based materials, background instruction, graphic organizers, practice,
and other appropriate strategies. The ESL program is flexible based
on the needs of the learners in the program.
Levels of Language Acquisition and time
in ESL classes:
According to the LAB-R or the NYSESLAT tests scores
ESL students are identified by Beginner (L1), Intermediate (L2)
or Advanced (L3)

Special Education Services: Special
Education Services are available for ESL students with demonstrated
need. The district has a structured pre-referral process for ELLs.
The district continues to conduct on-going staff development in
the area of ELLs and special education.
